No, Jesus Would Not Demand Open Borders

Those who make a Christian case for open borders and uncontrolled mass immigration do not apply the same altruism they demand of society to their own personal lives, and neither would tearing down national borders improve the common good. Those who use their faith (or even more cynically, the faith of others) as a bludgeon to agitate for open borders do so based on a deliberately superficial reading of Christianity, in which Jesus is little more than an easy-going aging hippie, or a benevolent Santa Claus figure

The Windrush scandal – in which British permanent residents and citizens, either naturalised immigrants or descendants of immigrants, were wrongly targeted for deportation because of bureaucratic incompetence and the eagerness of a fawning, rootless government to appear tough on immigration – has pushed the issue of immigration back up the list of top voter priorities in the United Kingdom.

At times like this, it is customary for cynical and opportunistic voices on the Left to exploit developments in order to agitate for their broader goal of open borders (or at least something perilously close to open borders – few left wing politicians are now willing to publicly articulate any restriction on immigration or sanction for immigration law violations which they actually support). And so it was this time, with a parade of Labour and other left-wing politicians effectively making the preposterous case that bureaucratic callousness with regard to the affected Windrush immigrants means that the government has now morally forfeited the right to control the borders at all.

Unfortunately, these voices are often also joined by left-wing Christians who waste no time extrapolating from one appalling example of Big Government callousness to press entirely tangential arguments about a more permissive immigration system. The Church of England’s own Migration policy subsite rather deceptively makes mention only of asylum and refugee issues, utterly ignoring the dominant economic migrant subgroup. One can only assume that this is because the CofE knows as well as the rest of us that pretending that the great migration wave consists entirely of the former type and not the latter is more likely to generate sympathy and lead to pressure for looser immigration policy.

As the depth of the government’s failure and mismanagement with regard to Windrush immigrants became evident, social media was swiftly flooded with tweets and sentiments suggesting that any attempt by politicians or civic leaders to dissuade or expel illegal immigrants – people entirely unconnected with the Windrush scandal – from maintaining unlawful residence in the United Kingdom is prima facie evidence of a missing or defective conscience:

 

Even Martyn Eden, political editor of Premier Christianity magazine, equivocates:

Some will see this affair as reflecting an underlying racism in British culture. Given that the density of population in the UK is 268 people per square kilometre, second only to Holland in the EU, a case can be made for limiting immigration, but the Brexit campaign certainly showed evidence of a xenophobic hostility to foreigners.

Our duty to love our neighbours regardless of their racial and family backgrounds, following Jesus’ teaching and example, will shape how Christians understand and respond to this distressing and shameful episode in our national life.

This mirrors the vague, evasive wooliness and anti Brexit bigotry which swathes of the Church of England (including all the senior hierarchy) displayed so prominently during the 2016 EU referendum campaign and its aftermath (see here, here, here and here).

Recently, Pope Francis has made noises (in the form of an apostolic exhortation) deeply suggestive that he believes open borders to be “pro-life” and the correct starting point for any Christian view of immigration:

102. We often hear it said that, with respect to relativism and the flaws of our present world, the situation of migrants, for example, is a lesser issue. Some Catholics consider it a secondary issue compared to the “grave” bioethical questions. That a politician looking for votes might say such a thing is understandable, but not a Christian, for whom the only proper attitude is to stand in the shoes of those brothers and sisters of ours who risk their lives to offer a future to their children. Can we not realize that this is exactly what Jesus demands of us, when he tells us that in welcoming the stranger we welcome him (cf. Mt 25:35)? Saint Benedict did so readily, and though it might have “complicated” the life of his monks, he ordered that all guests who knocked at the monastery door be welcomed “like Christ”,[85] with a gesture of veneration;[86] the poor and pilgrims were to be met with “the greatest care and solicitude”.[87]

We see exactly the same climate in the United States, where the progressive wing of the Church is enthusiastically embracing the concept of “sanctuary cities” and taking an increasingly extreme position against any kind of immigration enforcement. The argument usually goes along the lines of that advanced here by Michael Clark in Sojourners:

I currently live in Houston, Texas, the nation’s fourth largest city and most diverse metropolitan area. We’re a city with no racial or ethnic majority, where nearly 1 in 4 people were born outside the U.S. We’re also home to 400,000 undocumented immigrants, earning us the label “sanctuary city” from some.

[..] but Houston’s status as a sanctuary city requires a response from everyday residents, nearly three quarters of whom claim to be Christians. Will Christians make a sanctuary in our city?

Before we put our defenses up (They’re here illegally! They’re taking our jobs! They need to come in the right way!), let us remember that our allegiance is not primarily to this nation. Jesus himself said, “My kingdom is not of this world” (John 18:36). Paul reminds us that “our citizenship is in heaven” (Philippians 3:20), and though we are to respect earthly authority (Romans 13:1), when push comes to shove, “we must obey God rather than men” (Acts 5:29).

Will we be a sanctuary in the tradition of the early church? Will we heed God’s commandment: “the stranger who resides with you shall be to you as the native among you, and you shall love him as yourself, for you were aliens in the land of Egypt” (Leviticus 19:34)?

Will Christ say to us, “I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in, I needed clothes and you clothed me, I was sick and you looked after me, I was in prison [or an immigration detention center] and you came to visit me”?

Let us remember his words, “Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me” (Matthew 25:40).

This is manipulative schmaltz of the worst kind. All of it. Anybody can harvest quotes from the Bible to build a case that Christian compassion involves rolling over and doing whatever a particular activist wants at that moment in time. But what we lack in this argument (and we see this over and over again in Christian arguments for mass immigration or open borders) is any acknowledgement that the immediate benefit to one new incoming migrant is not the only important consideration at stake.

When Jesus performed miracles there was no tradeoff, with one individual newly afflicted by the disease which Jesus cured in another, or the alleviated suffering of one person displaced onto somebody else. Nobody died because Lazarus was raised from the dead. Those who were healed at Gennesaret by touching Jesus’ cloak were not offset by a similar number who were struck down in their place. Uncontrolled mass immigration does not work like this. While there is a clear personal benefit to each marginal unskilled migrant  (and we are talking economic migrants here, remember, not refugees) allowed into a developed country, there are offsetting costs to be considered, too.

Sometimes these costs are tangible and quantifiable, such as the additional burden on infrastructure, services and the welfare state. Other times these costs are uncertain and appear only in the form of risk (such as risk to public order or national security). But the net effect is that the “good” done by letting in unlimited numbers of unskilled migrants from poor countries is offset by a commensurate cost. And this cost is no less important or worthy of consideration just because it is diffused across society as a whole rather than concentrated on one individual.

Rod Dreher makes a similar point in religious terms, rebutting the idea that Christian hospitality must be open-ended to the point of self-destruction:

This is why St. Benedict’s rule of hospitality is not open-ended. Monks will certainly welcome guests as if they were Christ, but that welcome does not imply that visitors have the right to stay in the monastery for as long as they like. What’s more, monks cannot welcome guests who, whether by their behavior or their sheer numbers, prevent a monastery from fulfilling its purpose. No stranger has a right to expect the monks to abandon their way of life to accommodate his desires. It’s simply dishonest and manipulative for the Pope to invoke St. Benedict’s example in this way. One likes to think that even Pope Francis would not expect a monastery to fling its gates open and house as many migrants as want to set up camp there, indefinitely.

We know that these negative costs of open borders will be incurred, and that they will be borne by society at large. So why is it more Christ-like to prioritise one over the other? Welcoming the stranger is absolutely the right thing to do when there are no offsetting costs to that act of charity, but what if welcoming the stranger causes a completely innocent third party to suffer harm? What we see, though, is many Christians prioritising the needs of the former over the latter. And in a way this is understandable – the benefit to the migrant is obvious, easy to measure and enjoyable to bestow, while the cost to society is diffuse, sometimes intangible and only detectable on the macro level, not at the individual level. Choosing the tangible and immediate over the intangible and time-delayed is a natural human instinct, albeit a harmful one in this instance.

So perhaps the real question we should be asking ourselves is this: does Jesus want us to think purely from with hearts, or does He also want us to engage our brains?

Viewed this way, the emotionally incontinent “Jesus would let in all the migrants” line of argument is becoming increasingly tiresome and threadbare. Maybe He would, and maybe not – perhaps instead He would work miracles to improve the broken and dysfunctional countries which feed mass migration in the first place, rather than feeding an urban leftist’s fetish for infinite diversity. Presuming that Jesus would opt for the immediate solution, the easy answer, the quick fix, grant the superficial human desire rather than the deeper human need, is to fundamentally misunderstand how Jesus’ ministry unfolded. Claiming that Jesus would advocate open borders is to subscribe to an incredibly two-dimensional, aging hippie version of Jesus, one which reduces the Son of God to little more than a genial Santa Claus figure.

If – as the Christian open borders activists insist when it comes to welcoming strangers – we sought to emulate Jesus’ dealings with and instructions to his contemporaries in our geopolitical dealings then the world would be a very different, and likely much darker place. Nazism and Soviet Communism were not defeated through pacifism, after all. And if we were to take Jesus’ instructions to his immediate disciples and contemporaries as granular instruction for twenty-first century life we would forever be forsaking all material goods, leaving our families to pursue nomadic and ascetic lives of service and chasing after muggers offering them the few personal effects they haven’t already stolen from us. I know of very few Christians who meet – or even seek to meet – this standard, not because they are selfish and evil but because it is generally understood by everyone (except the far Left) that a one-time charitable binge or government wealth expropriation exercise is not a sustainable long-term solution to poverty and want. Dropping everything and working for the immediate benefit of the person in front of us is not necessarily in the interest of millions of other deserving people beyond our vision. Sadly, our loaves and fish do not miraculously multiply; ultimately, we can only improve the common good by teaching the five thousand how to bake and fish for themselves.

It is also very telling that the “Jesus would let them all come in” brigade only seem to want to apply His teachings so far as they can be twisted to support open borders. The activists who go to protests chanting “no human being is illegal”, the often-wealthy coastal leftists who support unconditional amnesty for all and the establishment media who make a point of proudly failing to distinguish between legal and immigration, very few of them would open their New York or San Francisco homes to those cities’ many homeless, share their shiny new Tesla car to help a poor family do the school run every day or hand over their iPhone X to whomever demanded it. Yes, some profess a willingness to pay a higher marginal tax rate themselves in order to fund more plentiful public services, but that is about as far as it goes – keeping the needy firmly at arm’s length. Otherwise, their “generosity” actually consists of nothing more than calling for the government to tear down borders and disregard immigration law, and loudly screaming that anyone who expresses doubt about this reckless course of action is a racist.

But the costs of unskilled immigration (for the kind of mass immigration entailed by open borders would inevitably be of the unskilled kind) tend not to impact the wealthy enclaves where the cognitive, financial and social elites live, falling instead on far less privileged groups and communities. Many of those calling for open borders or more immigration in the name of Jesus also conveniently stand to get cheaper maids, gardeners and cleaners as a result, or live in neighbourhoods where the principle consequence of immigration is a wonderful explosion of diversity in art, culture and food. They are not the ones who typically rely on increasingly stretched public services, compete for low wage jobs or live in areas of higher crime or social tension. Nestled within gated communities or exclusive neighbourhoods, many will be insulated from the kind of widespread social unrest which the implementation of open borders would quickly deliver.

These activists are, in effect, disguising their naked self interest as generosity, benefiting economically and making themselves feel good and progressive while pushing nearly all of the negative externalities of mass immigration onto others. Jesus, let us remember, said nothing about giving away one’s neighbour’s possessions – the whole point is supposed to be one of personal devotion and sacrifice. The Jesus 4 Open Borders crowd, on the other hand, seek largely to give away something which is not theirs, promising to bear a cost which in actual fact they have every intention of palming off onto people further down the social ladder. How very Christian.

Ultimately, if the Jesus 4 Open Borders brigade are to maintain intellectual integrity while holding to their extremist stance they must concede that the policy they want, if retroactively applied decades or centuries ago, would mean that human development would be far less advanced today than is currently the case and that net human suffering might well be significantly higher. They must also concede that if the policy were implemented today, there will be an unknowable but significant opportunity cost in terms of curtailed future human progress and relief of suffering. They must admit that one or other or both of these seismic and overwhelmingly negative changes would be a price worth paying to achieve their particular conception of social justice.

Why? Because the nation state forms the bedrock of our current prosperity and the stability of the world order, and open borders are an all-out assault on the concept of the nation state. Humanity is not homogeneous – some cultures and value systems are objectively superior to others, and even in the case of immigration between broadly similar countries, human nature is such that too fast a rate of immigration creates political resentment and the potential for societal unrest. Implementing open borders in this age, when access to information is so widespread and fast modes of transport so ubiquitous, would immediately trigger a wave of migration from poor and dysfunctional countries that make the present global migration crisis look like a slow trickle.

While immigration activists love to tout the many economic benefits that immigration brings, and rightly so, they generally neglect to point out that there is often a (significant) time lag between the marginal new immigrant arriving and local housing and infrastructure expanding in proportion to service the increased population. In fact, unless deliberate steps are taken by local and national populations, that increase might never happen at all. Even in the best case where the marginal immigrant is a net fiscal contributor, this does not instantly make the freeway a fraction of an inch wider or add a few thousandths of a new bed to the local hospital. This necessary growth in service provision requires political direction and civic planning, and must often be commenced in advance, long before the tax revenue stream from the new immigrant comes online (thus requiring deficit spending in the interim).

Now imagine a situation where developed countries receive greatly inflated numbers of new immigrants who are not in a position to be immediate positive fiscal contributors due to language, cultural or educational barriers which may also hinder quick and easy assimilation into the host country’s culture. Not only do housing and infrastructure continue to lag behind demand, now social tensions are also likely to spike, leading to scenes which make recent anti-immigration protests look like a model of peaceful, reasoned civility. We may well be looking a riots. Martial law. Deepening social division, violence and even deaths.

This kind of environment is not one in which great prosperity is easily created. Unless open borders were implemented everywhere in a coordinated way there would likely be a brain drain of the most educated and productive native citizens (many of whom had likely cheered on open borders while possessing the ability to skip out of town the moment their Utopian fantasy turned into a nightmare) to other more sensible developed countries with functional immigration systems, leading to a self-perpetuating spiral of decline among those advanced Western countries (and it is always Western countries – activists are not demanding that Japan drop its exclusionary immigration practices) which decided to throw open their borders.

In short, one does not have to play the tape forward very far to realise that there are alarmingly few steps between implementing a policy decision which makes woke, “no human being is illegal”, Jesus 4 Open Borders activists feel warm and virtuous on the inside and a situation where everything that makes their country an attractive destination for mass immigration in the first place is utterly snuffed out. Open borders is the kind of rash, ill-considered “Jesus, take the wheel!” policy proposal which its most ardent advocates would never replicate in any other area of their lives.

But of course, none of this matters. Christian immigration activists can adopt the “good-hearted” open borders position at zero cost to themselves, knowing that fully open borders (and the chaos that would be unleashed) will never plausibly be implemented. Campaigning for open borders is an opportunity to appear compassionate without having to either dip one’s hand into one’s pocket or seriously risk the unravelling of one’s present, privileged existence. And rather than wrestling with the far more thorny questions of why so many countries remain so dysfunctional and deeply unattractive to their own citizens, and driving solutions to help those countries help themselves, many Christians can opt instead to abdicate the intellectual work and simply shroud themselves in moral outrage that evil Western governments don’t let anyone and everyone breeze into the country.

As John Zmirak writes in Quadrant Magazine:

When we inflict such radical changes on our society, we should ask ourselves whether we are being faithful stewards of the prosperous, free societies for which our ancestors struggled, fought and sometimes died. Perhaps instead we are squandering our inheritance, for the sake of that happy frisson we experience when we do or say something supporting “openness”, “tolerance”, and “social justice”. We are purchasing approval from our fellow upper-middle-class citizens, with social capital stolen from our children and grandchildren. We are feathering our own cosy nests, while making life even more wretched for our own nations’ native poor—whose ancestors did fight and die, alongside ours, for their descendants’ stakes in the nation. We are stealing the precious gifts of freedom and order from our least-advantaged fellow citizens—the blue-collar workers, the unemployed, the troubled war veterans—in order to salve our confused consciences, and feed our self-esteem.

In the case of mass migration, Christian outrage would be far better directed at the fact that all too often, the West ignores or downplays pressing questions relating to the root cause and does little to help solve the drivers of continued poverty and instability in much of the world, often actively contributing to the problem rather than helping, be it though haphazard military interventions or discriminatory trade policies. This criticism would be absolutely justified, though the solutions are nowhere near as simple as clamouring for open borders.

It may not fit quite so neatly on a protest placard, but I am personally inclined to believe that the more Christian thing is to wrestle with these difficult questions and to make intelligent national and personal self-sacrifice in targeted areas to improve the lot of poor and unstable countries, while pressing for an immigration system which is fair and non-discriminatory to applicants and seeking to find the optimal “sweet spot” where the benefits and costs of immigration, however defined (and it should be an expansive measure) break even.

I’m no theologian, but something tells me that a well-considered policy which diligently aims to deal with the root drivers of mass migration is both superior and more authentically Christian than a rash, emotion-driven and deeply harmful policy whose primary benefit is to make overwhelmingly privileged, first world activists feel better about themselves.

When it comes to welcoming the stranger, the wise must look to the future, and ask what the long term effects will be. What happens to the stranger five, ten, or twenty years down the line? This is the real question. Does the stranger return home? Does the stranger assimilate? Does the stranger live as what the Bible calls a “sojourner”, a resident alien who is not assimilated? Is it a violation of their human rights to ask new arrivals to assimilate?

[..] my impression is not that the Catholic Church has not got a firm teaching on immigration, but rather that the Church has not yet worked out the implications of what welcoming the stranger means. “Welcoming the stranger” sounds like a good principle, but what does it mean in practice? It would be an excellent idea for the Universal Church to hold some sort of synod on this matter. Then the American and European bishops could hear from bishops whose countries have welcomed large numbers of refugees and migrants, such as Kenya, South Africa, and in particular, Jordan and Lebanon. The latter is an important case study, as the huge influx of Palestinians into the country after 1948 and 1967 is generally regarded as one of the contributing factors to the country’s destabilisation and descent into 17 years of savage civil war. Even today Jordan and Lebanon are under huge pressure thanks to the effects of the Syrian conflict.

As for border controls, annoying as they are for first world travellers as well, these have to stay. Every country needs to know who is coming in, who is going out, as this information is useful in the matter of governing the territory. For in immigration matters the greatest of virtues is prudence, which must work hand in hand with justice and charity.

Will All Those In Favour Of Open Borders Please Stand Up?

Will the Left’s unspoken, newly-extremist position on immigration and open borders be their political undoing?

Using Brexit and Trump as a smokescreen, many leftists have quietly moved towards a de facto “open borders” position on immigration without ever actually uttering the words or having the courage to declare their intentions in public.

Whether it is members of the anti-Trump “resistance” in America or bitter defenders of the European Union in Britain, opposition to what they see as an ongoing regressive right-wing coup is prompting many on the Left to adopt an uncompromising, extremely permissive stance on immigration which previously existed only on the libertarian fringes and which many leftists themselves once opposed.

This extremist new position is red meat for many left-wing activists, particularly certain elements of the Hispanic voting bloc whom Democrats need to fire up and turn out on election days (as well as for self-proclaimed “citizens of the world” living in newly-fascist Britain). But is the Left’s closed information loop of outrage causing them to diverge from popular opinion at a time when conservatism is otherwise discredited and electoral gains are there for the taking? By tying themselves so closely and unapologetically to people who came to and live in the country illegally, have left-wing parties put themselves on a collision course with the electorate?

Vox’s Dara Lind chronicles the strange journey on which the Democrats have embarked:

The thing is, about 10 years ago, many Democrats — including, notably, Schumer — would have championed many of the Trump administration’s enforcement proposals, from increased local cooperation with immigration enforcement to a physical barrier on the US/Mexico border, even if they weren’t part of a deal to legalize unauthorized immigrants. And they’d certainly accept them, happily, alongside legalization.

Absolutely. Applying the Left’s contemporary standards, only a decade ago the likes of Chuck Schumer and Nancy Pelosi were supporters of an oppressive, white nationalist agenda – as, in fact, was Hillary Clinton, who once voted to strengthen and expand border fencing between the US and Mexico. This is how far the Left has come on the subject of immigration, in a very short space of time.

But it’s certainly true that Democrats in 2017, in general, tend to criticize the use of immigration enforcement, and tend to side with those accused of violating immigration law, as a broad matter of principle beyond opposing the particular actions of the administration.

This goes beyond simply representing members of their own communities (and potential electoral constituencies). The activist defense of immigrants caught crossing the border, especially the Central American children and families that now make up a large share of people entering the US without papers, has led Democrats to take a much firmer stance in defending them as humanitarian victims who deserve the chance to seek and receive asylum in the US.

In fact, you would be hard pressed to get a Democratic politician to name a single category of illegal immigrant whom they do not consider worthy of amnesty and eventual citizenship. Accusations of racism and oppression come easily to them, yet they are suddenly struck dumb when asked what kind of border security or immigration enforcement measures they would actually support.

And sometimes this leads the Democrats to new heights of extremism:

More broadly, Democrats are no longer as willing to attack “illegal immigration” as a fundamental problem anymore.

That rhetoric, too, came in part from DREAMers, who didn’t like being talked about as victims of their parents’ crimes who came to the US “through no fault of their own.” Instead they’ve portrayed their parents as “the original DREAMers” — a line that Nancy Pelosi followed in September when she said that DACA recipients’ parents “did a great thing” in bringing their children to the US.

Violating US immigration law is now “a great thing”, in the words of the Democratic Party Minority Leader. It is one thing to turn a blind eye to the abuse of the rule of law, as many on the Left have done for some time regarding immigration. But it is quite another thing altogether to praise that lawbreaking and hold it up as a paragon of civic virtue. This position totally undermines any remaining protestations that the Left are interested in any kind of immigration enforcement, and shows that their idea of “immigration reform” basically means unconditional amnesty with not even a token gesture for conservatives.

Lind’s article is worth reading in full, since she delves into some of the structural reasons why immigration activist voices now carry so much more weight within the Democratic Party, particularly the trade union shift from opposing illegal immigration to protect their dwindling memberships to supporting illegal immigration to boost their enrolment. But whatever the cause, the degree to which Democrats have lurched to the Left on immigration is alarming, and of concern to anybody who would like to see comprehensive reform in which amnesty is given only in exchange for a serious boost to future enforcement.

Andrew Sullivan thinks that the Left are marching off a cliff with their newfound extremism on immigration, and says as much in his weekly column for New York Magazine:

This is, to be blunt, political suicide. The Democrats’ current position seems to be that the Dreamer parents who broke the law are near heroes, indistinguishable from the children they brought with them; and their rhetoric is very hard to distinguish, certainly for most swing voters, from a belief in open borders. In fact, the Democrats increasingly seem to suggest that any kind of distinction between citizens and noncitizens is somehow racist. You could see this at the last convention, when an entire evening was dedicated to Latinos, illegal and legal, as if the rule of law were largely irrelevant. Hence the euphemism “undocumented” rather than “illegal.” So the stage was built, lit, and set for Trump.

He still tragically owns that stage. What Merkel did for the AfD, the Democrats are in danger of doing for the Trump wing of the GOP. The most powerful thing Trump said in the campaign, I’d argue, was: “If you don’t have borders, you don’t have a country.” And the Democrats had no answer, something that millions of Americans immediately saw. They still formally favor enforcement of immigration laws, but rhetorically, they keep signaling the opposite.

I was also astounded when the Democrats chose to devote a large section of their 2016 party convention to sharing their stage with confessed and unrepentant illegal immigrants. Though I cannot claim to have predicted Donald Trump’s election victory, in hindsight it is clear that moments like this just killed whatever enthusiasm existed for Hillary Clinton in the key swing states which she went on to narrowly lose.

When you refuse to condemn any form of illegal immigration, make the concerns of illegal immigrants one of your main priorities (often over and above born and naturalised citizens) and actively praise their lawbreaking, you have adopted an open borders position. You just don’t possess the courage to come out and say so, for fear of the political consequences. Apparently the Democrats are quite happy to ignore the concerns of Middle America, but are not yet quite ready to publicly give them the middle finger.

It is not unreasonable for people to ask politicians and political parties who embrace illegal immigration exactly what (if any) immigration controls they would actually accept. In fact, the only reason that Democrats are not routinely put on the spot and shamed into answering this question is because a spineless, complicit Washington DC media tacitly agrees with the new extremist position (or at least is too scared of being called “racist” by social justice activists to do their job).

To be clear: the idea of deporting all (or even most) people currently living illegally in the United States is unworkable as it is cruel – many people in this position did what anyone else would have done, given their situations and the immense pull factors of demand for labour and sporadic enforcement. Moreover, many illegal immigrants have lived most of their lives in America and are effectively Americans in pectore. Many are probably model citizens. Some would likely become the best of America.

But if the rule of law means anything at all, violating US immigration law while others endured stress, incurred expense and lost time following the legal process cannot be rewarded unconditionally. Illegal immigrants should be lifted out of the shadows and freed from a fearful half-life which does nobody any good, but only after following a similar process to legal immigrants. And there must be proper border enforcement in return, so we do not end up back in the same situation in two decade’s time. Immediately upon amnesty being granted to otherwise law-abiding illegal immigrants, the Left must give up their defence of sanctuary cities which make a mockery of the law. Donald Trump’s wall is overly expensive, impractical and largely pointless, but existing fencing should be fortified and new technologies deployed to stop illegal crossings. In other words, there must be a meaningful quid pro quo.

Neither side in American politics has acquitted itself very honourably when it comes to immigration reform, but at present it is the Left who are rapidly lurching toward a more extremist position, led by their activists on a collision course with a more sceptical public.

And going into the next electoral cycle, all the shrieking about Trump’s “racist” wall will not disguise the fact that the Left have something far more radical in mind.

Leftist Open Borders Zealots Are The True Enemy Of Immigration Reform

There can be no meaningful compromise on immigration with those on the Left who will settle for nothing less than open borders but lack the moral courage to say so in public

So the Trump administration has now released its proposal for agreeing to grant legal status to the young illegal immigrants brought to the United States by their parents known as the Dreamers, potential beneficiaries under the threatened Deferred Action for Childhood Arrivals (DACA) program.

The list of concessions requested of the Democrats in exchange for normalising the immigration status of nearly one million people includes approving the much talked-about border wall with Mexico, hiring more Customs & Border Patrol agents, cracking down on “chain migration”, toughening asylum laws and the denial of federal grants to so-called “sanctuary cities” which deliberately limit their cooperation with federal agencies on matters relating to immigration enforcement, even when the administrative burden of doing so is minimal.

Aside from the construction of the wall – a silly waste of money given that many illegal immigrants are visa overstayers and not border jumpers, construction would damage a number of conservation areas and require the compulsory purchase of huge tracts of private land while Mexico has no intention of paying for the thing despite rash promises made by President Trump – these proposals fall into a category which might reasonably be called “perfectly sensible measures to protect the border and immigration rules of a modern, sovereign nation state”.

Of course, the Left sees it entirely differently. The New York Times bleats with alarm:

While it is unclear whether Mr. Trump views the demands as absolute requirements or the beginning of a negotiation, the proposals, taken together, amount to a Christmas-in-October wish list for immigration hard-liners inside the White House. Immigration activists have long opposed many of the proposals as draconian or even racist.

The demands were developed by a half-dozen agencies and departments, officials said. But among the officials behind the demands are Stephen Miller, the president’s top policy adviser, and Attorney General Jeff Sessions, both of whom have long advocated extremely aggressive efforts to prevent illegal entry into the country and crack down on undocumented immigrants already here.

The demands represented a concerted effort to broaden the expected congressional debate about the Dreamers to one about overhauling the entire American immigration system — on terms that hard-line conservatives have been pursuing for decades.

In a letter to lawmakers, Mr. Trump said his demands would address “dangerous loopholes, outdated laws and easily exploited vulnerabilities” in the immigration system, asserting that they were “reforms that must be included” in any deal to address the Dreamers.

Democratic leaders in Congress reacted with alarm, saying the demands threaten to undermine the president’s own statements in which he had pledged to work across the aisle to protect the Dreamers through legislation.

The New York times is quick to define the range of views on immigration which can be described as “hard-line conservative”, but they are noticeably silent on what would constitute a hard-line leftist position on immigration reform.

One can only determine something to be hard-line conservative if one has a birds-eye view of the entire spectrum of opinion, so presumably the New York Times knows that the hard-line leftist position on immigration – the stance with which the Trump administration must negotiate – advocates fully open borders and immediate amnesty for almost anyone who manages to set foot on American soil and declare their intention to permanently remain there. Yet the Times never makes this clear to its readers, who know all about the Evil Conservative position but are not even encouraged to think specifically about what the “liberal” alternative should be.

This is entirely deliberate – the leftist worldview knows that its position on immigration, the nation state and other issues would presently be repellent to a majority of Americans if spoken out loud. Therefore, they try to circumvent public opinion and achieve their ends by riding a wave of whipped-up anger and misunderstanding of conservative positions rather than boldly and unambiguously setting out their own wish-list of demands. Thus they hope to push America toward an irreversible, de facto open borders situation without ever having to utter the words or suffer the political consequences. You might call this smart politics and an astute strategy. But it is also rank cowardice, and perpetuates a fraud on the American people.

The true extremism of the Left’s unspoken stance on immigration can be seen in their reaction to the Trump administration’s proposals. When the Trump administration first stirred outrage and condemnation by declaring his intention to end the DACA program, most Democrats and others on the Left immediately started posturing as brave defenders of vulnerable “undocumented” people, the Dreamers’ last line of defence against an evil, racist Republican attack. One would therefore think that given that the Dreamers are supposedly the top priority of the American Left, they would agree to any compromise on immigration which promised to enshrine the permanent legal status of these people.

But you would think wrong. In their response to the Trump administration, House minority leader Nancy Pelosi and Senate minority leader Chuck Schumer’s joint statement read as follows:

The Administration can’t be serious about compromise or helping the Dreamers if they begin with a list that is anathema to the Dreamers, to the immigrant community and to the vast majority of Americans.

We told the President at our meeting that we were open to reasonable border security measures alongside the DREAM Act, but this list goes so far beyond what is reasonable.  This proposal fails to represent any attempt at compromise.

The list includes the wall, which was explicitly ruled out of the negotiations.  If the President was serious about protecting the Dreamers, his staff has not made a good faith effort to do so.

The statement conveniently ignores the fact that the Trump proposal would give the Dreamers exactly what they wanted – a pathway to permanent residency in the United States, and freedom from gnawing, perpetual uncertainty over their futures. The Democrats’ issue is not that the proposal fails to “help the Dreamers”. Their issue is that they do not get any of the many other things on their leftist immigration wishlist along with the bargain.

But that doesn’t sound quite so noble in a statement. In fact, it sounds rather grasping and selfish. So from a PR perspective it is much better to prance around pretending that the proposal is some kind of grave insult or threat to the sympathetic Dreamers, when in fact the proposal would give the Dreamers exactly what they want but leave Chuck Schumer and Nancy Pelosi empty-handed when it comes to their desire to further erode national borders. The public are far more likely to support Dreamers who they have been told are being threatened than they are to come out in defence of the Utopian open-borders fantasies of leftist academics, politicians and donors.

And since when has a policy being “anathema” to non-citizens without the legal right to reside in the United States been considered sufficient cause to reject it out of hand? Will the Democrats cheerfully go to bat for me if I, a British citizen, decide to take offence at US fiscal or education policy? It hardly seems likely. Is it not enough that this immigration compromise (flawed though it may presently be because of the administration’s insistence on an ineffective wall) would ensure the legal status of Dreamers? Apparently not – because even though it would assuage their primary concern about the risk of deportation, increased border security is apparently anathema to Dreamers and the “immigrant community” for whom the Democrats arrogantly claim to speak.

Debate about the merits of the wall aside, the present impasse is being fuelled almost entirely by Democrats and those on the Left, insistent as they are on getting 100 percent of what they want, despite controlling neither the White House or either house of Congress. They claim to care about the Dreamers, but ultimately are willing to throw every last one of them under the bus by walking away from negotiations unless they are able to extract something further from the Republicans to aid in their push for fully open borders.

And if this accusation sounds harsh, let it be refuted in detail by the American Left. Let them publicly state even one restriction that they would be happy to keep or impose in the name of border security or immigration control, instead of prancing around and flaunting their boundless compassion. Even if Donald Trump and the Republicans were negotiating in a genuine spirit of compromise and good faith – which I will concede is unlikely, based on past behaviour – how can agreement possibly be reached with a side which denounces any attempt to enforce the border as “racist” and conspicuously fails to articulate its own preferred outcome?

After having seen conservatives criticised endlessly by the Left for supposedly using young illegal immigrants as political pawns, what is shocking here is that it is Democrats, not just Republicans, who appear willing to hold the fortunes of Dreamers hostage in attempt to get their way on immigration reform.

If the Democrats actually wanted to do the right thing by Dreamers instead of cynically using them as an emotional prop for their argument, they would hammer out a deal with Donald Trump which conceded to all of the administration’s demands with the exception of the wall, and come up with some compromise there involving the strengthening of fencing and electronic border surveillance. But they won’t. The Left would rather screw the Dreamers and hold out for 100 percent of what they want rather than agree to a compromise which enhances future immigration control in any way.

And this is the uncomfortable truth: For some on the Left, the Dreamers are not people to be sincerely sympathised with and helped toward legal status, but merely a convenient resource to be exploited in the service of achieving their ultimate goal of open borders.

This is not smart politics. And it certainly ain’t compassion for the “undocumented”, either.

Labour’s Hopeless Immigration Quandary

The Labour Party is doomed to break apart on the issue of immigration because the Metro-Left has become so ideologically insulated and closed-minded that they can no longer speak the same emotional language as half of their own voters (and the country)

Martin Kettle has some advice for the Labour Party as it wrestles to come up with a compromise between the blithe open borders attitude of the Corbynites and the suddenly nativist instinct of Midlands and Northern MPs whose seats may be in jeopardy unless the party moves convincingly on the issue of immigration.

Kettle lays out the issue in the Guardian:

After the issue of Brexit itself, voters think immigration is the most important question facing the country. But Labour’s poll ratings on immigration are terrible. Only 11% of voters in the most recent YouGov poll think Labour is the best party on immigration, with only 29% of Labour voters from the 2015 election – which Labour lost badly – agreeing. A mere 5% of leave voters think Labour is best on immigration.

If Labour’s priority is to re-secure its core voters on the issue, that is a very bad place to start from. Latest research by Chris Hanretty of the University of East Anglia suggests that 64% of Labour’s 232 parliamentary seats voted leave in June. So if it is correct that immigration control was the decisive issue in the leave win, Labour MPs are right to demand that, at the very least, their party says something about immigration that engages with that stark reality.

And suggests a solution based on dubious historical precedent:

There’s a framework for this. For most of the last half-century Labour’s policy was that managed migration made community integration and mutual trust possible. The policy had periods of success and failure. It was too repressive in the 1970s and it was too insouciant in the early 2000s, after EU enlargement. But until recently it worked reasonably, and won electoral consent.

Labour’s challenge in 2017 is to renew that same approach around the realities of Brexit. It won’t be easy, and it will involve compromises of the sort that Crossman expressed half a century ago. The policy cannot be based solely on liberal principles. But it cannot be based solely on ignoring those principles either.

It has to place intervention in the labour market to ensure fair treatment, alongside an unsentimental approach to immigration control. If Labour’s factions can at least agree to start from there, there’s just a chance that enough of the rest will fall into place.

But there can be no agreement between Labour’s factions. One faction – the metropolitan Regressive Left faction, incorporating everybody from leftists like Jeremy Corbyn to virtue signalling centrists – hold it as an article of faith that to even question whether everybody who wants to come to Britain should immediately be allowed to do so constitutes damning evidence of racism. The other faction – call them Old Labour, rooted in the party’s historic Northern, industrial and post-industrial heartlands – have not yet sacrificed patriotism and a belief in the uniqueness of British values and culture on the altar of globalisation, and fail to understand why immigration controls such as those imposed by countries like the United States or Australia are somehow racist.

These two sides simply cannot reconcile – certainly not so long as the metropolitan Regressive Left continues to arrogantly insult agnostics and sceptics, either accusing them of moral deficiency for failing to meekly toe the party line or ignoring their arguments altogether. In fact, with immigration currently a high priority political issue, one can argue convincingly that there is no longer any place for the two factions within the same political party, and that Labour must split (and probably should have done so some time ago).

Kettle, however, would have Labour look back to 1965 for a solution to their dilemma:

Yet the disagreement is not a new one, and Labour has succeeded in managing it before. Back in the summer of 1965, Harold Wilson’s Labour government published a radically restrictive white paper on immigration from the British commonwealth that shocked even cabinet ministers. “This has been one of the most difficult and unpleasant jobs the government has had to do,” the housing minister Richard Crossman wrote in his diaries. “We have become illiberal,” he mourned. “This will confirm the feeling that ours is not a socialist government.”

Nevertheless Crossman was absolutely sure that the controls were necessary. “I am convinced that if we hadn’t done all this we would have been faced with certain electoral defeat in the West Midlands and the south-east,” he went on. “Politically, fear of immigration is the most powerful undertow today … We felt we had to out-trump the Tories by doing what they would have done … I fear we were right.” Antisemitism and racism were endemic in Britain, Crossman suspected. “One has to deal with them by controlling immigration when it gets beyond a certain level.”

The fact that left-wing politicians and commentators would turn to the overtly racially tinged 1965 White Paper Immigration from the Commonwealth as a blueprint for dealing with Brexit and present-day immigration concerns only goes to show how little they understand the totally different present day context or appreciate the different public attitudes toward immigration in 2016.

The regressive leftist mind is seemingly unable to compute the idea that objections to unlimited immigration could be based upon anything other than racism. And perhaps this is partly understandable, when historically racism has formed one of the key objections to immigration. But no longer. Racism is now, thankfully, a fringe issue in Britain (despite the continual efforts of SJWs and others whose livelihoods depend on representing official victim classes to inflate the problem). Today’s concerns centre around integration and assimilation into society, and the affect on employment, infrastructure and public services.

None of these concerns are remotely race-based, and yet the response of the Labour Party has historically been to dismiss them all as a thin veneer covering for xenophobia. When voters plead with Labour politicians to believe them when they say that their objections are not connected with race, too often the response has been sneering dismissal. And even now, when some MPs and commentators are considering making concessions on immigration, it is done in the spirit of “we must join the British people in their racism as a matter of political survival” rather than a genuine attempt to understand legitimate public concerns.

And thus we have Martin Kettle essentially arguing that the Labour Party should hold its nose and support something which it believes to be overtly racist in order to stave off political annihilation. Why else cite the case of the 1965 White Paper, written at a time when “coloured immigration” was still openly spoken of as a specific problem?

High-minded it isn’t. But those words echo today because the essence of the argument in which Crossman’s generation participated – hard times, more migrants, native resentments, press and public prejudice, liberal principles under challenge, electoral defeats – has not altered all that much. Yet just as the Wilson Labour party was right to grasp the issue, though it could have grasped it far better, so the Corbyn party needs to grasp it in an equivalent way too.

This is the infuriating thing about leftists. They manage to be insufferable bordering on slanderous even in their attempts to be conciliatory and find compromise. Because they sincerely believe that any departure from their worldview can only be prompted by malice or grave moral failure, their attempts at dialogue with political opponents are awkward and strained as they inadvertently insult the people they are trying to flatter.

Martin Kettle has gotten it into his head that Brexit proves that the British people are having one of their funny turns and have come over all racist, just like we did in the 1960s. Unable to even consider that the Leave vote was prompted by sincere and virtuous political disagreement about the merits of EU membership, Kettle therefore suggests that the Labour Party recycle some good old fashioned racist outreach from 1965 as a kind of olive branch to persuade swivel-eyed Labour Brexiteers back into the fold.

This is the kind of clumsy gesture we have come to expect from a political elite which has become so isolated from much of the country that they can barely speak the same language. Listening to Martin Kettle try to strike up a rapport with Brexiteers would be like listening to me using Google Translate to talk to someone in Korean. The rough message might get through, but the garbled syntax would prove that I am not really speaking their language, that I do not truly understand them.

I’ve said it numerous times, and I will say it again: the Labour Party will not taste power or enjoy another general election victory until they stop giving off such strong signals that they openly despise the voters and hold more than half of the country in open disdain.

The British people do not want to be told “okay, we’ll try racism for awhile!” by an exasperated and uncomprehending Labour Party. They want to be listened to, to have their ideas and concerns heard and engaged with rather than being summarily dismissed.

This should not be a lot to ask, yet it is proving to be an almost impossible challenge for a bitterly divided Labour Party. And time is of the essence. Even assuming that the next general election takes place in 2020 and not earlier, it takes years to execute a convincing policy reversal while re-establish public credibility and familiarity.

If the Labour Party are to make a change and decide to meet the British people half way on the subject of immigration, then now is the time to do it. But with Jeremy Corbyn and John McDonnell in charge and an increasingly London-centric party behind them, don’t bet on it happening.
